Laura Mansfield, APR, is the principal and founder of Spica Communications. Mansfield provides strategic communications, brand advocacy, content marketing and media relations to her clients. She is also the social media columnist for the Knoxville News Sentinel.
Syldy Tom is Manager at Alliance Resource Consulting – a nationally recognized public sector executive recruiting firm in Long Beach, CA. Tom works on profile analysis, candidate recruitment, screening, and background checks. Her consulting work specializes in city manager recruitment, as well as information technology, community development, and utilities. Previously, she worked for STAR Marquez, a nonprofit educational organization providing enrichment programs to kindergarten-aged children in public schools.
Joseph E. Johnson, Ed.D., served as the University of Tennessee President from 1990 -1999 and Interim President 2003-2004. He is currently President Emeritus. He also has been a liaison to various departments including athletics and served on the board of directors of numerous public organizations.

The company has designed public libraries in most of the major cities in east Tennessee and southwest Virginia as well as the main library (John C. Hodges) for the University of Tennessee. Jeff Johnson, AIA, has served as the principal or project manager on most of the firm’s library projects.
